Engineering Manager (AMTRAK Next Generation High Speed Train),
located in New Castle, DE.ObjectiveFor the Next Generation High
Speed Trainset project, ALSTOM is offering a high level of
Maintenance Service to AMTRAK (operator), under the form of a TSSSA
contract (Technical Support and Spares Supply Agreement).In this
project, System Engineers (SE) are responsible for conserving and
optimizing the global performance of the train. They are the
technical reference for the subsystem(s) which they are assigned
and maintain a relationship with the Design Authority.Job
Responsibilities
- Lead and manage maintenance team carrying out Vehicle
maintenance activities in accordance with ALSTOM Quality Health &
Safety Procedures and Maintenance Plans.
- Be responsible for any technical communications to the customer
and external stakeholders such as contractors or consortium.
- Be accountable for the customer acceptance of the project
solution.
- Raise the project technical risks and build the corresponding
mitigation plan.
- Identify applicable regulations in the customer country and
ensure they are respected and implemented.
- Build the input configuration baseline with customer
inputs.
- Be responsible for the On-Shore project design and application
engineering activities.
- Ensure reaching the contractual performances required.
- Approve all technical documents (including engineering,
installation, and T&C).
- Provide all necessary technical inputs for deployment process
application.
- Solve technical issues detected by different core team members
with the collaboration of Design Leading Unit of each
sub-system.
- Ensure complete application of all Engineering Processes.
- Contribute to claims and variation orders identification and
development.
- Evaluate and monitor the performance of your team and carry out
Performance Management as per ALSTOM guidelines.
- Liaise with other team leaders in planning and coordinating
maintenance activities.
- Participate in reduction of Deviations from Standard reported
each month on Health, Safety or Environmental, as per
procedures.
- Ensure that your team adopts the Ways of Working (WOW)
Behaviors, as per ALSTOM Guidelines.
- Manage prioritization and delivery of all corrective activities
to ensure train availability and clearance of outstanding
work.
- To undertake any other duties as specified by either the
Project Director or the Head of Green locomotive Overhaul & TSSA
Engineering (NAM Services).
- Design anomalies from detection to fix, leading necessary
analysis, investigations, meetings.
- Design changes from request to validation, including analysis
of impact & business case, if necessary.
- Monitor system performance, in particular: Safety, Reliability,
Serviceability, Future Obsolescence.
- Optimize testability on-train (as a team with Troubleshooters)
and off-train (in collaboration with external vendors and Alstom
repair centers).
- Manage all technical subjects related to Maintenance, in
particular:
- Implementation and optimization of the Maintenance Plan in
operations, including related validations.
- Technical inputs to build maintenance procedures (e.g., define
wear limit criteria, test procedure---).
- Parts configuration and new part number creation.
- Track and manage the Life Cycle Cost at the system and train
level.
- Provide technical inputs to the whole Maintenance Site
organization:
- On-Site Engineers supporting Amtrak's production team.
- Alstom Troubleshooters.
- Cross-functional support team members.Required Skills
- Engineering degree or equivalent experience combined with more
than 10 years of experience in the field of public transit vehicles
in a manufacturing and/or maintenance environment.
- Experience in railway maintenance and with railway
normative.
- More than 10 years of proven experience in the customer
interface, with on-site assignments, an asset.
- Excellent knowledge of transit workshops and operating
environment with respect to processes, procedures, and safety.
- Experience in mechanics is an asset.
- Good knowledge in the following areas: electromechanical,
electrical, electronic, hydraulic, and pneumatic systems.
- Knowledge of project management tools (MS Project) and the
Office suite is essential.
- Experience in a position with responsibility in the management
of people and work teams.
- Experience with Office package.Desired Skills
- Knowledge of FRA regulations.
- Experience in reliability, maintainability and operability
analysis and execution.
- Experience with CATIA or other CAD software.
- Experience with SAP.
- Fluency in English is mandatory.
- Analytical skills, good interpersonal skills.
- Ability to make decisions and sense of urgency (sets priorities
and reacts immediately when confronted with a problem).
- Proactivity in proposing solutions, capable of managing
multiple / high-priority assignments.
- Flexibility and adaptability (ability to evaluate alternative
ways of achieving objectives).
- Critical thinking and good judgement.
- Good communications and interpersonal skills (must be able to
communicate on all levels).
- Ability to be innovative and detail-oriented, experienced in
highly visible projects.
- Strong analytical skills to interpret research data for
reports.
- Ability to manage effectively and meet firm deadlines.
- Knowledge of general tools: Office suite in advance level.
- Knowledge of Process Improvement.
- Knowledge in SAP or GSI ERP system - user level.Location and
Travel
- Location is flexible providing the candidate can sit at one of
the east corridor Amtrak TSSSA sites (Long Island City, NY, Boston,
MA, New Castle, DE).
- Average travel: 20-25%, especially to the other train
maintenance facilities (Long Island City, NY, Boston, MA), East
Coast Distribution Facility (New Castle, DE) and supplier
facilities.Physical Requirements
