About Us
The Institute for Defense Analyses (IDA) is a nonprofit
organization that provides objective analyses of national security
issues. The Operational Evaluation Division (OED) is the largest
research division at IDA, specializing in independent assessments
of the operational effectiveness, suitability, and survivability of
Department of Defense (DoD) acquisition systems.
Position Overview
We are seeking an Operations Manager to oversee and manage the
administrative operations within OED. The ideal candidate will
supervise a team of administrative professionals, ensure smooth
research operations, and serve as the key liaison between the
division and corporate operations (e.g., IT, facilities, and HR).
This role is critical in maintaining operational efficiency across
the division and supporting our research staff in achieving their
goals.
Key Responsibilities
- Team Management: Supervise and mentor administrative staff,
managing their hiring, leave requests, overall workload, and career
development.
- Operations Process Development: Develop and oversee operational
processes for inventory management, IT requests, security
clearances, and other operational needs.
- Operational Oversight: Manage office space assignments,
coordinate office moves, and oversee inventory of office equipment
and devices.
- Travel Administration: Review and approve division travel
requests and expense reports, ensuring compliance with IDA
policies.
- Timesheet Management: Oversee timesheet submission and
approvals for division employees.
- Purchasing & Inventory: Place purchase requests for
consultants, hardware, and software. Place purchasing card orders
and conduct monthly reconciliations. Oversee tracking of software
licenses, hardware, and other equipment.
- IT & Facilities Coordination: Coordinate the procurement and
setup of IT hardware, manage software renewals, and liaise with IDA
Facilities on office-related needs.
- Onboarding & Offboarding: Manage the onboarding and offboarding
processes, including processing consultant contracts.
- Security & Network Access: Oversee and report on security
clearance and network access requests.
- Event Coordination: Oversee the planning and execution of
division events such as staff meetings and social
gatherings.
- Division Finances: Serve as a backup to OED's Division Business
Manager as needed.
Qualifications
- Bachelor's degree in Business Administration or a related
field, with 6+ years of progressively responsible experience in a
similar role, OR an Associate's degree with 8+ years of relevant
experience.
- Proven organizational skills and ability to manage multiple
tasks under pressure.
- Excellent interpersonal and communication skills, with the
ability to collaborate effectively across teams.
- Experience managing large projects and supervising staff is
strongly preferred.
- Proficiency with Microsoft Office (Word, PowerPoint,
Excel).
- Successful completion of a criminal background check is
required.
- Ability to obtain and maintain a security clearance is
required.

program and provide a reasonable estimate of the salary range based
on data-driven market analysis for each position. While it is not
typical for an individual to be hired at or near the top of the
range, a reasonable estimate of the salary range for this role is
$105,000 - $168,000. Individual salary within this range will be
commensurate with the incumbent's experience, unique skills and
qualifications, and other relevant factors.
