Responsibilities: General duties include:
Maintains communication and
interfaces with the COR and Government leadership. Specialized
experience includes demonstrated capability in managing multi-task
contracts and/or subcontracts of various types and complexity using
complex reporting and tracking mechanisms. Demonstrate the ability
to work independently or under only general direction; possess
comprehensive knowledge of the Federal acquisition process, laws,
regulations, policies, and procedures; and demonstrate the ability
to provide expert technical advice, resource allocation, and staff
coordination. Acquisition Policy Duties: Assist the Government
client in its ongoing efforts and initiatives related to developing
and maintaining a high-performance acquisition culture. This
strategic acquisition policy support will focus on the need to
continue refining and retooling acquisition policies and processes
to achieve the strategic vision of the organization.
Acquisition Policy:
Provide all appropriate acquisition
policy support of the Government's efforts in the development,
tracking, updating, and implementation of new and revised policies,
processes, directives, procedures, instructions, guidance, and
manuals in the functional area of acquisition, including, for
example, the following: Performing analysis of contract actions and
relevant supporting documentation to assist Government in
developing acquisition and contracting policies, procedures,
directives, and/or guidance. Reviewing, interpreting, and providing
recommendations on proposed directives, policies, procedures,
and/or guidance to ensure alignment with mission requirements.
Utilizing knowledge of and experience in acquisition, contracting,
and procurement principles, laws, regulations, best practices,
decisions of the Government Accountability Office (GAO), and OMB
Circulars to assist Government in determining the adequacy of its
acquisition processes and procedures. Conducting internal
stakeholder briefings and information-gathering sessions to share
information about draft guidance and absorb feedback. Conducting
comprehensive research in collaboration with Government
stakeholders Provide recommendations to Government on its policy
review process Track new or revised policy, directives, procedures,
and/or guidance through Government's policy review process.
Adjudicating complex feedback on policies and guidance obtained
through policy review process. Reviewing, analyzing, and assessing
impacts of emerging and existing acquisition legislation,
regulation, audits, and Departmental policy. Advising Government
management and acquisition workforce members on matters pertaining
to acquisition programs, contracting procedures and policy
interpretation in day-to-day contact and through formal/informal
correspondence Reviewing all Standard Operating Procedures for
content and format and ensure that they are current and comply with
recent policies. Tracking Department-level policy, regulations, and
guidance relative to acquisition; ensure all Departmental guidance
is communicated to contracting staff. Analyzing proposed
government-wide acquisition regulations and policies that affect
the Department, participate on associated working groups, and
assist the group through the analysis, recommendation, and
implementation stages. Acquisition Career Management:
Provide all appropriate acquisition
career management support to Government's ongoing efforts and
initiatives related to Government's objective of developing and
maintaining high performing COR and Program/Project Manager (P/PM)
programs. The Contractor shall provide all appropriate support
including, for example, the following:
Planning and developing a COR and
P/PM repository of acquisition-based guides, templates, and
instructions on COR and P/PM roles, responsibilities, and
activities Monitoring and performing detailed analyses of program
progress and the program offices' utilization of CORs and P/PMs
Developing, implementing, and sustaining a plan to ensure CORs and
P/PMs are compliant with regulation, training, and reporting
requirements. Presenting, analyzing, and verifying data,
techniques, methodologies, and formats associated with COR and P/PM
program development. Internal Controls and Quality Management
Support:
Provide all appropriate internal
controls and quality management support to assist Government in
maintaining a formal internal controls program, maintaining the
accuracy of data, enhancing the quality of documentation, promoting
efficient management of information, and addressing any necessary
corrective actions, including, for example, the following:
Identifying, developing, and
documenting recommendations for procurement quality standards for
the Acquisition Operations Divisions and other acquisition programs
Developing recommendations for the establishment of procurement
quality metrics and procurement standards of excellence, the means
to measure those metrics and standards, and the alignment of
Government's business processes with those metrics and standards.
Continually review and validate quality metrics to ensure
measurability and relevance, and to drive improvement over time.
Create and disseminate quality assessment checklists for contract
file audits and document reviews Provide individual and
comprehensive file summaries for each file reviewed and provide
recommendations for compliance corrections and process improvements
in conjunction with Government's quarterly Internal Controls
Program contract file audits Assist the Director, Acquisition
Policy & Systems Chief, and Acquisition Operations Division Chiefs
to prepare for focused internal reviews and the Departmental
Procurement Management Reviews (PMR). Collect, maintain, and
analyze data trends Define, research, analyze, document, and
recommend best practices and process improvements Provide
recommendations to update and enhance Government's Internal
Controls Program Guide and process for quarterly reviews Assist
with the development of templates, samples, and acquisition tools
in accordance with Federal Acquisition Regulations (FAR) and
Department of Transportation (DOT) policies, procedures and
regulations as assigned by the Policy Branch Chief. Provide
recommendations to improve and streamline the procedures for the
Government's Review & Approval process for contract actions.
Perform quality reviews of contract action documentation such as
solicitations, award and post-award documents for quality Required
Qualifications:

contributing information and recommendations to strategic plans and
reviews Implementing productivity and quality standards Providing
technical direction and guidance to contractor staff to ensure
contract requirements and expectations are clear, success criteria
are defined, progress toward results are monitored, and that all
activities are performed in compliance with the terms of the
contract Identifying risks and appropriate mitigation strategies
Meeting financial objectives by forecasting requirements, preparing
budgets, scheduling expenditures, analyzing variances, and
initiating corrective actions Managing a multi-tiered project
and/or multiple projects simultaneously Articulating complex
concepts and solving complex problems by gathering data, analyzing
information, and testing solutions Advance proficiency in data
analysis and visualization techniques and technology tools (e.g.,
creating dashboards) in support of organizational effectiveness and
